ENGR ABIOLA KOSEGBE LPOM, FNSE, FNICE, FNIEE, MASCE -PERMANENT SECRETARY
Engr. Dr. Abiola Kosegbe began her Civil Engineer career working for Taylor Woodrow Construction UK in 1989 and Gadmon Building Construction before returning to Nigeria to join the service of the Lagos State Government with the Ministry of Transportation in 1996.
She commenced her extensive work in Environmental Engineering when she was deployed to the Ministry of the Environment in 1999. She served in the Drainage Department and then the Waste Monitoring Unit, where she excelled as the Head of one of the Monitoring Teams in the State for Waste Management violations. Furthermore, she was also the Head of the team in charge of the rehabilitation/construction of dumpsites in Lagos.
She later worked at Lagos Waste Management Authority, LAWMA, on Special Assignment as the Head of the Projects Department and her responsibilities/achievements included:
Development and Implementation of Waste Management Sector Policy for Lagos State 2006
Development of the LAWMA Law 2007 which was a prerequisite for the Lagos Metropolitan Development and Governance Project (LMDGP) and transformation of the Environment Sector on waste management
Development, Coordination and Implementation of Waste Management Component of World Bank- Assisted Projects in Lagos State (as Focal Person)
Specialist staff on the Lagos Metropolitan Development and Governance Project (LMDGP) 2002 -2012
Development of Waste Management Strategic map for Lagos State
Development of Waste Generation maps for Lagos State
Construction of Sanitation facilities all over the State such as Public Toilets, Car Wash Centers
Design and Construction of 1st Transfer Loading Station (TLS) in sub-Saharan region 2010 and subsequently two more TLSs (Simpson, Oshodi and Agege TLS)
Supervision the upgrading of the dumpsites
Design and Construction of Waste Management Facilities such as recycling banks, Communal Waste Depots (CWD), road camps for street sweepers, etc.
Implementation of Waste-to-Energy (WTE) projects including the first waste-to-energy mini plant at Ikosi, Ketu (pilot project) using fruit waste from the market
Worked on feasibility studies for WTE project on Landfill Gas capture (LFG) Project including temperature mapping
Advisory role in Integrated Waste Management Projects including the Solous 1 Materials Recovery Facility (MRF)
Member, Lagos State Technical Committee on Waste – To –Energy (2005 -2015)
Specialist staff on Lagos Integrated Waste Management Project (LIWMP) 2012 -2015
Supervised and coordinated the conception, design and studies on the Solid Waste Component of the EKO-UP project – 2012-2015
As Head of Projects in LAWMA, she served meritoriously and exemplarily leading to her being the recipient of awards and recognition such as:
The Lagos State Order of Merit Award (LPOM) in 2012,
Best Management staff 2011 and
Association of Professional Women Engineers of Nigeria, APWEN, Emerging Leader Award 2010.
Engr Kosegbe was deployed to the Ministry of Works & Infrastructure, in 2015 where she was actively involved in Project Monitoring, Evaluation, and Training. She also represented the Ministry as:
Member of the Inter-Ministerial Committee to Review the Report on the Lagos State Science Policy 2005-2015
Member of the Advisory Committee of the Lagos State Safety Commission 2016-2018
Ministry of Works & Infrastructure representative at the Lagos Global Office on Public Private Partnership (PPP) proposals 2015-2018
She initiated and co-chaired the development of the Standard Operating Manual (SOP) for the delivery of building, mechanical, electrical, and infatuation projects in Lagos State.
In August 2019, Mr. Babajide Olusola Sanwo-Olu, the Governor of Lagos appointed Engr. Abiola Kosegbe as the General Manager of the Lagos State Building Control Agency (LASBCA) the primary Government Agency and custodian of administering Building Control in all its ramifications. She has introduced various initiatives including
Introduction of lively social media handles to increase feedback from the public
Introduction of the Building Control Pack, comprising the LASBCA Green Check Sticker and Site logbook
Introduction of the compulsory use of site instruction booklet by LASBCA building inspectors
Introduction of statuary templates
Use of drones for monitoring and data capture
Collaboration with relevant MDAs associated with the built industry to achieve a One-Stop Clearance for building construction
Collaboration with relevant professional bodies/other stakeholders to prevent building collapse.
In February 2021, Engr. Abiola Kosegbe was meritoriously appointed as the Permanent Secretary of the Ministry of Physical Planning and Urban Development by Mr. Governor, Babajide Olusola Sanwo-Olu. By November, 2022 Engr. Abiola Kosegbe was deployed as the Permanent Secretary to the Local Government Service Commission. She was also deployed to Office of Civil Engagement. In July 2024, she was further redeployed to the Ministry of Energy and Mineral Resources. A position she is holding to date.
Engr Kosegbe is a Fellow of the Nigerian Society of Engineers, NSE, and is registered as a certified practicing Engineer by the Council for the Regulation of Engineering in Nigeria (COREN) She became a Fellow of the NSE in 2013 and has held positions such as Assistant Secretary (1997 – 1999), General Secretary (1999 – 2001) and Vice Chairman (2002 – 2003) of the Nigeria Society of Engineers, Ikeja branch, Publicity Secretary of Association of Professional Women Engineers of Nigeria (APWEN), Ex-officio member of Nigerian Institution of Environmental Engineers (NIEE) in 2014 and currently Chairman of NIEE, Lagos Chapter.
She is currently the Charter President of the Rotary Club of Ikeja, Alausa Golden.
She is married with children.
