PROFILE Mr. Cardozo Emilio

Mr. Cardozo Emilio his B.Sc. degree in Geology from the University of Calabar, Calabar, Cross River State in 1999. He undertook the mandatory National Youth Service from 2000 to 2001 with the Federal Ministry of Solid Mineral Development. He served in Jos, Plateau State where he gained practical experience in the field of Solid minerals mining. Over the years, he has embarked on several trainings within and outside the country which are as follows:

  1. World Urban Forum, Napoli, Italy, 2012.
  2. He was nominated as a Government Delegate to attend the Power Gen Conference, Florida, USA in 2013.
  3. He participated in the International Exhibition of Technologies and Suppliers for the Ceramics and Bricks Industries (TECNARGILLA 2014), Rimini Italy in 2014.
  4. He attended the All Energy Exhibition and Conference, Glasgow, Scotland, UK in May 2016

He began his Career in the State Civil Service in 2001 as a Scientific Officer in the Ministry of Environment where he started out in the Environmental Services Department, after which he moved around other departments like the Monitoring, Enforcement and Compliance Department, Ecology Department for a period of Five years. In 2005 he was made the Manager of the Olusosun Dump site where he organized the dumpsite to meet international standard in environmental management. He liaised with the PSP operators in creating a refuse density map of Lagos so as to effectively manage refuse collection. It was during that time that Lagos was transformed into a clean city after the decline in environmental cleanliness of the previous decade.

During his sojourn in the Service, he also worked with the Office of the Special Adviser on Mineral Resources Development (OSMARD) where he served for Seven years. He was the Personal Assistant on mining matters to the Acting Permanent Secretary in OSMARD in 2010. OSMARD underwent an Upgrade into a full-fledged Ministry into the Ministry of Energy and Mineral Resources. From 2011 to 2014, he worked closely with the Honourable Commissioner, Ministry of Energy and Mineral Resources where he helped in formulating robust policies that helped the newly created Ministry in shoring up its revenue generation. Due to his diligence and hardworking nature, he bagged his promotion once again into the position of a Principal Geologist in the year 2013.

In the year 2014, he was posted to the Ministry of Waterfront Infrastructural Development (MWID) where he served as an Assistant Chief Geologist under the Dredging and Monitoring Department. He was again at the Ministry of Environment in the year 2015 and deployed to the Monitoring, Enforcement and Compliance Department. After spending a year there, he was moved back to the Ministry of Energy and Mineral Resources as the Head of Monitoring and Enforcement Unit. In 2016, under the same Ministry, he became a Chief Geologist and was placed in the Solid Minerals Department where he served as the Head of the Monitoring and Enforcement Unit. He was promoted to the level of Assistant Director in 2019. He is presently the Head of the Solid Minerals Department.

Some of his contributions to the Lagos State Government are as follows: Creating and developing a workable policy on mineral development, embarking on effective monitoring to avert and control environmental degradation for sustainable development in the State, preparing laws to regulate sand dealing, mining and dredging and preparing of a work plan to create a subsurface borehole databank in Lagos State among others. He participated in the Danvic Petroleum International, Well log Analysis: Principles and Application, Lagos State in 2016, and also participated in the Advanced Geosciences Europe, S.L Electrical Resistivity imaging Workshop in 2017.

He is a corporate member of the Nigerian Mining & Geosciences Society (NMGS) as well as the Nigerian Association of Hydrogeologists. He is also a member of the Committee of Mining Engineers and Geoscientists (COMEG).
